Harold Z. Test Passes at 59;
Supervisor, Muck Farmer in Elba

Elba, Nov. 3 -- Harold Z. Test, 59, prominent muck farmer and Town of Elba supervisor for the past 13 years, died this morning (Nov. 3, 1956) at Genesee Memorial Hospital in Batavia. He had been hospitalized since suffering a heart attack Oct. 15.

Mr. Test was a past chairman of the Genesee County Board of Supervisors and currently served as chairman of the powerful finance committee of the board. He was president of the Genesee County Board of Health.

Mr. Test was born Sept. 10, 1897 in LeGrand, Ia., and had resided in Elba for the past 23 years. He was a son of the late William and Anna Roseland Test.

Operator of a muck farm, Mr. Test was a member of the Elba Presbyterian Church, the Batavia Lodge of Moose, the Elba Grange and the Elba Fire Dept. Elected to the Board of Supervisors in 1943, Mr. Test served as chairman of that group from 1950 through 1953, declining to take the post after that. He has been chairman of the finance committee since that time. A member of the Board of Health since it was organized four years ago, he has been president since last Jan. 1.

Surviving are his wife, the former Lois Russell; two sons, Lt. Richard Z. Test with the Navy and Dan R. Test of Cleveland, Ohio; a daughter, Miss Mary Test, a nurse at Strong Memorial Hospital in Rochester; two brothers, Carl of Rotan, Tex. and Howard Test in South Dakota; four sisters, Mrs. Glenn West of Paulina, Ia., Mrs Jesse Olson of Grinnell, Ia., Mrs. Don Strader of Colorado Springs, Col., and Mrs. Cora Tow of Drysect, Iowa, and three grandchildren.

The funeral will be at the H. E. Turner Funeral Home in Batavia at 2:30 p.m. Tuesday with the Rev. Albert F. McClements, pastor of the Elba Presbyterian Church, officiating. Burial will be in Maple Lawn Cemetery, Elba.

Genesee County has been enriched by the residency and service of the late Supervisor Harold Z. Test of Elba.

Integrity and conscientiousness marked his tenure as Elba's representative in the county govenment. Both characteristics were recognized through his being chosen chairman of the board as well as head of its important Finance Committee.

To him, in 1952, went the distinction of being the first Board chairman to serve a two-year term. Theretofore, it was a one-year disignation.

His declination of second term as Board chairman was typical of his fair-mindedness. His decision was based on the theory that the county government would be better served if the administrative post were not monopolized.

Mr. Test was one of the main figures in bringing about the establishment of the County Board of Health. He served as a member since its organization four years ago and as its president since Jan 1.

Mr. Test entered all of his many tasks of public, church and community service with an exceptional sincerity and devotion. The entire county mourns his passing and is grateful for the array of the contributions for betterment that he made.
